That's insane to drop it down to one lane at your beltway! Indianapolis does dumb shit like that too; it blows my mind. They employ civil engineers who get paid decent money to plan this crap, but I swear my garbage collector could do a better job. That causes traffic jams horribly when they do stupid stuff like that. I frequently drive the back roads to get to another side of the city during rush hours or higher traffic times.
And yeah, ours are constantly under construction as well. Several years ago when Mitch Daniels was our governor the state undertook a huge expansion of I-70 through the city. But he did something different. He promised huge bonuses if the work was completed in less time (the sooner the more bonus money). They worked three shifts and completed a massive project in a few months; it was a huge success for both sides (the state and the workers). But they've not done anything like it since, so projects take years and you can drive on the damn roads for days and see nothing but pylons and not a single person working on anything.
