I'm glad to give credit where it's due, so if Obama had an impact here, good for him. Most likely the major changes were in the African countries, if I were to speculate, I'd think standard of living (based on income) dropped in the US.
Speaking of, considering the work Bush Jr did in Africa, I propose he had a bigger impact on the chart than Obama.
