This is silly.
The author FIRST notes AIS8C11 .... then dreams up some baseless "singular strikes" nonsense -- which he FAILS to provide Constitutional citation (since it does not exist).
The President's Power/Authority is denoted (primarily) in Article II.
The President shall be Commander in Chief ... when called into the actual Service ...
... he shall have Power to Grant Reprieves and Pardons
... He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties ...
... he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the US
... The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate
... He shall from time to time give to the Congress Information of the State of the Union
... he may, on extraordinary Occasions, convene both Houses, or either of them, and ... he may adjourn them
... he shall receive Ambassadors and other public Ministers;
... he shall take Care that the Laws be faithfully executed,
... [he] shall Commission all the Officers of the United States.
He is also the last line of defense against bad legislation that he signs or vetoes.
Nothing there about "singular strikes" or anything remotely related.
In fact, all the other things the President does has been usurped over the years.
NOW .... if by some miracle a Ruskies expedition force, for instance, snuck there way up the Potomac, the CONGRESS has already "[made] Rules for the Government and Regulation of the land and naval Forces;" that address any such invasion.
