It has long been rumored around the conspiracy circles that Joe Lieberman holds dual citizenship. This is just a casual comment I am tossing in here Gaar and it doesn't mean that I think Lieberman was ever POTUS or something stupid like that...
The answer to your question is NO. The POTUS must have singular allegiance to one and only one nation. Dual citizenship contradicts this.
