Are we building an empire? We are doing just what the Ancient Romans did; that is, they attacked every nation that they thought was a threat to them. Naturally, all her neighbors decided that they had better build up their arms in self defense---which the Romans interpreted as an aggressive move. So, Rome attacked them first! The Romans were convinced they were always going to war just to protect themselves! The whole empire was built up "defending themselves!"
The US military-industrial complex loves that strategy. It is never for "war." It is just "defending" us. We attacked two Muslim nations to "fight terrorism" and are now building a new missile shield around Russia.
