It sounds like a good idea, but I have heard a warning about using
ICE. I don't know if it's an urban legend or not, but it could
happen:  A woman's purse is stolen which contained her cell phone and
wallet. The thief sent a txt message to the ICE person (husband)
saying they had forgotten the ATM PIN number and needed it. The
husband, seeing the message was from the wife's cell phone, sent the
PIN number, which the thief promptly used to drain their account.
