ANYONE who owns a handgun or semi-auto to be licensed by the Attorney General, will require you to pass a test to be licensed, will require that all guns are stored "safely", etc.,
Not that I'm in agreement, but I see no difference than i colonial days... the local Militia leader had to know who had what in order to effectively run that civilian army. The second ammendment is ALL about the militia and its rights in order to maintain order for the people/non-members, non-weapon owners. It is NOT about the average John Q Citizen that does not have the lawful community interests at heart. To try to make it so is mistaken. It was written to ensure that the "citizen-soldier' always had this right in case the country was attacked or the government needed overthrown.
