There is no shell game. Every "action" requires a UNSC unanomous vote. That includes a ruling on the intent of the prior resolutions from ICJ. The problem is the US can not apply to ICJ as they unilaterally dropped out. Thus the bogus "claim" of ambiguity. By the way such rulings only take days.
