Very simple.  VOTES and RE-ELECTION.  The people in power want to get
re-elected and that is their sole purpose in life so to do this they need
votes.  They think, wrongly, that by keeping the masses under control of,
and dependent on, the gov't, they will get their votes.
This will never be corrected without a constitutional amendment limiting
members of congress to a very few years of service.  I suggest 12 maximum,
lifetime, both houses included.
