I suspect there was a quid-pro-quot in that decision.
Probably reduced prices on oil for Scotland from Libya.

It's frustrating, but I would imagine that Scot doctors made a
determination that he had very little time left.
Then the pols weighed the cost/benefit.
Not sure if any International court had any jurisdiction or not, or
why not.
