Another way of thinking of it is; instead of troops banging on doors and doing house-to-house searches looking for Taliban many times they can only guess or not have enough evidence against them to prosecute them. Let them assume power again so that there is no doubt who is actually Taliban and who supports them. Leave informants there to keep track of the situation. Then if you have to go in again, there's no doubt who troops will be looking for. Work smarter, not harder. Troop build ups will be another waste of money and only inherit resentment amongst the population in the long term. Afghan President Hamid Karzai is a slickster who is only using the US for all he can get while accomplishing nothing in return. They've had ample time to build security forces and yet some military analysts are still calling for 100,000 additional troops.
