Simple. The CIC sets the standards, issues the orders and the military
obeys them. You have never heard of the chain of command?
He will get blamed by someone for something no matter what he does. If
he was talking to the General every day people such as yourself would
be screaming about his "second-guessing" and "micro-managing" the
professional military people.
