As someone who has been to Rio de Janeiro several times in the past 5 years, I had no fear walking around Copacabana and Ipanema and the Central District at all even at 3 AM. So long as you stay out of the favelas, which is where most of the crime occurs, you should have no problem in Rio. That is not the same in Chicago. The crime is spread out more there than it is in Rio so therefore it is more dangerous.
It is like almost anywhere else. If you go into a dangerous area, and they are easy to pick out, and you make an ass out of yourself, then you are likely to get into trouble. If you keep your wits about yourself, then you should have no problem.
