I don't smoke. But people that do go to different states that have lower taxes on cigarettes and bring them back (illegal, technically). Also they go to Indian reservations, where there is no tax at all, and buy them by the case to sell in bodegas and on the street in NYC. It is a HUGE black market created directly by our stupid, greedy politicians. Kinda like how they created the mortgage loan disaster.
