This is why Cap and Trade will not work -
China and India already have VERY LOW CO2 emission per capita - And
they are STILL pumping out 26.78% of the world's CO2 emissions.
Because they have such a low CO2 emission per capita, they will be
allowed to continue producing the same CO2 emissions into the future.
