Hi Keith,

         Yes that was Louise Slaughter (D NY) and her suggestion to
use this proceedure will fail and will be " deemed " unconstitutional
in court. There is precedent for this procedure but only for
ammendments to a law , not for a wholesale vote on new legislation or
in this case a New Healthcare bill that makes up 1/6 th of the
economy.
The constitution requires a straight up or down vote as prescribed in
( I believe ) Article I sections 5 & 7.
