So unable to locate the Constitutional authority, you NOW seek
to simply "change the subject" to something ELSE you do not
understand?
We remain squarely at the Law of the Land which enumerates
what the Legislature can do (of course there are also prohibitions
against them doing things they are nowhere empowered to do
in the first place).
Again, HERE is the Constitution (the Law of the Land):

Do cite the article, section and clause or amendment that empowers
the Legislature to make laws that extend and withhold permission
for entrance (or exit) to any of the sovereign states.

[E]very act of a delegated authority, contrary to the tenor of the
commission under which it is exercised, is void. No legislative act,
therefore, contrary to the Constitution, can be valid. To deny this,
would be to affirm, that the deputy is greater than his principal; that
the servant is above his master; that the representatives of the people
are superior to the people themselves; that men acting by virtue of
powers, may do not only what their powers do not authorize, but what
they forbid. -- Alexander Hamilton
The " rule of law " Look that up as well. There are laws
that govern " legal immigration " just as there are now laws that
govern " hate crimes " ie; Matthew Shepard. Illegal immigrants are
not abiding by the law like everyone else. How difficult is that for
you to understand or comprehend ?
