How is this facism? I am not sure whether I approve of this measure. If I get stopped without my insurance card, (or a card that has expired...This has happened to me before) and then I prove that I have insurance, then should I not be able to send the City of Dallas a bill for all of the costs incurred? Seems like that would solve the problem realy quickly.
