When I was a child, I was taught we are innocent of a crime until proven
guilty. Now we are assumed guilty until we prove our innocence. What
happened?
Why should anyone have to sue the City of Dallas to get their money back
after a so-called "peace officer" authorizes a towing company to steal
their vehicle (property) under the assumption that that someone is
guilty of a crime not proven in a court of law? Who is the victim?

I am not sure whether I approve of this measure. If I get stopped
without my insurance card, (or a card that has expired...This has
happened to me before) and then I prove that I have insurance, then
should I not be able to send the City of Dallas a bill for all of the
costs incurred? Seems like that would solve the problem realy quickly.
