Police, firefighters, railroad workers and others receive no Social
Security...except when they do.
Some have or will work other jobs after working 20 years as the above
mentioned and collect SS as well.

i.e. A firefighter who used to work for a small town I know collects a
$54,000 a year pension for life.
Paid out over a 20 year period, that's over a $1 million for doing
nothing.
Then on top of that, he collects a small amount of SS for when he
worked in other jobs.

Not bad for doing nothing.

Social Security is an insurance (SSI = Social Security Insurance).
Normally you don't collect a insurance unless you need it.

Personally I don't think people with assets in excess of say $1.5 - 2
million should be able to collect Social Security as they don't really
need it.
