I don't think there will be any problems with GPS or NTP.

The core of GPS already doesn't use leap seconds.  There is a field updated
by the ground stations that tells the difference between GPS time and UTC.
That's the number of leap seconds that have happened since GPS was started.

Thanks to everybody for the useful information I got, this has cleared my open questions. From my point of view I do not have to take any more action regarding this.
