Most businesses use a mix of published S1/S2 timeservers, the public NTP pool, 
and vendor
provided NTP servers like time.apple.com, time.windows.com, and so forth-- 
assuming they
don't get their own GPS, ACTS, or other reference timesources internally.

It wouldn't have any real effect upon the majority of sites.  Anybody sync'ed 
to NTP for some
time already has the intrinsic offset saved to a drift file, which ought to 
keep even
freewheeling boxes reasonably well sync'ed for weeks.
