If I recall this correctly, this was about Turk Telecom routers being
probed for ntp and added to the .tr pool.
Some cisco routers will play ntp server as soon as ntp is configured on
them. But any serious amount of traffic will make the router as a whole
quite unstable (ntp processing is a userspace process on these routers).
