I did not yet create my own RRD graphs, I use a few tools to generate such graphs for other stuff, e.g. for DNS [1] and e-mail [2]. This are created with bindgraph (from [3]) and mailgraph [4] respectively. Maybe looking into this source codes will give you the needed hints.

I also have digitemp [5] in use to graph temperature from 1-wire sensors. My Graphs are at [6], I have enhanced the rrd_tempsensor-serial.pl script a little bit to generate the .png, the patch is at [7]. I also use manually created static .html for the website, instead of the supplied .cgi.

I hope some of this information will be any help for you in creating your own RRD graphs for the ntpd offset.
