My view, and the reason I joined the pool many years ago, was to contribute
in a painless way to a good cause. There may be freeloaders, and people
mis-using the pool, and this troubles me; but it does not change my reason
for contributing servers.

Polite education good, but anything more than that is behaviour
modification: _that_ makes me uncomfortable.

From a Pascal's Wager point of view, I put in my $10 into the Orphans Fund,
and God will reward me; if someone is misusing the resource that should not
make me feel bad. The net good is still positive.

Ask: perhaps a slogan for vendors: "Adrain is watching you" :-)
