Probably -- keeping time in external RF-proof environments that don't have
network access is an infrequent query on the questions list.  A typical
answer to that problem is what you suggest except not in real time.  There
are various companies that build appropriate GPSDOs with various local
oscillators and there's the modem driver if you can make a phone call.


I would venture the opionion that if all of the GPS systems failed people
might think there were more pressing issues than NTP.
