It's probably worth adding some words to the sign-up page requiring volunteers to promise not to do things like that and some more words on the how-to-use page mentioning this problem. I don't know how to say that correctly. I'm assuming we want to be able to analyze usage data. Is it reasonable to summarize usage by ISP? Is it reasonable to name+shame abusive users? -- These are my opinions.
