I think this should illustrate why local time service in China is important, and has special needs compared to other regions. Please let me know if I forgot to include any details.

Is it really so difficult to find an ISP in China that will host a (few) dozen 
of VMs running NTP, with a couple of them having GPS reference?
(or some reference systems located external to the datacenter used by those 
systems as a reference clock with small jitter)

I know from experience that it is difficult to contact a Chinese ISP, but for 
locals like Peng Yong this is probably much less of a problem.
