Ah I got the impression that there was packetloss because there was a vast number of clients, and that the poster believed that other pool members had left the pool because of the high query rate. I don't think the Chinese internet is that bad and/or that this would be related to equipment being owned by the government. Enough traffic gets in here from China to let me believe that they apparently have quite some capacity there.
