I am seeing the same EXACT thing, on my host here in the North America zone.

It just got so bad, in fact, that the sheer number of udp connections was
overloading my ASA 5510 firewall, and I've had to (temporarily, I hope) block
off access to my server from the internet, in order to keep my firewall running
properly.

I am seeing the same thing for my servers since Wednesday last week (7th Decemeber).

I have 3 IP's in the pool which are anycast. It got to the point where the conntrack table on each of them filled up, previously it was at around 200k connections in the table (not just for NTP), the conntrack limit was set to 1.5m which was getting hit.

It's not causing any problems for me, I have disabled connection tracking for NTP now and I don't have any stateful firewalling enabled for the IP's in question, but it is an odd spike in requests...
