How about providing a feature in the pool DNS to configure a preferred set of 
servers for
requests that were made from some specified resolver?

That way the customers of some ISP could be directed to the timeservers 
provided by that ISP,
and similar for other networks that have good timeservers and a DNS resolver.  
It would relieve
some of the overloading caused by modem/routers with a default NTP server 
config set to
*.pool.ntp.org when used by providers that have their own NTP servers.

There would be an entity managed by a registered member, consisting of a list 
of DNS resolver
addresses and a list of NTP servers, and the pool DNS would reply with that 
list of NTP servers
when the query was relayed by one of those DNS resolvers.
(optionally there could be a checkmark with each server to indicated that it 
would be monitored
like a pool server and its address only included when it passes the pool server 
criteria)
