Thank you for this update; From your data it seems that the monitoring is the 
issue with my server, not the server itself:

http://www.pool.ntp.org/scores/89.101.218.6

I am currently at -35.9 score - typical of the poor scores since the 17th 
February.

I found it interesting that probe PlusNet (UK) didn't appear to respond at all. 
Also a German (DE) cable operator. I am not sure what this means.

Hi Ron,

today I started a worldwide NTP measurement on your IP 89.101.218.6.

These measurement is ongoing until 2017-02-24 22:00 UTC and will contact your 
NTP server every 15 minutes.
Based on the results your server has a good reachability, besides some networks 
in the Asia Pacific region placed in like French Polynesia or Micronesia.

I think your server and fibre connection is operating fine since your NTP 
service is reachable from about 95 measurement spots worldwide.
