Not sure, but I just ran a test where I set up a filter to forward
incoming mail from one OE5 account to another OE5 account in the
same Identity group and my OE5 would not allow that.
Is the destination address of your forward filter another account in
that same OE5 Identity group? If that is the case, then what you might
consider doing is setting up another Identity and moving the
destination address account to the second Identity. It might work that
way.
