Hi,

You said that it works on HEAD. I can merge the latest PHP into
the quarterly branch. But unfortunately I cannot merge sqlite3.

Current sqlite3 version in HEAD is 3.46.1.

I will merge the latest php into quarterly sometimes tomorrow.
