The newer version of Locale::Maketext re-merges the subs:
Previously Local::Maketext::GutsLoader performed some magic to load
Locale::Maketext when utf8 was unavailable. The subs this module
provided were merged back into Locale::Maketext

Sounds like that may not be compatible with using previous version of
Locale::Maketext without
a lot of patching.
Probably better to just update to 0.79 for now and update later when base perl
Locale::Maketext
is upgraded. 0.79 is good enough for the requirements I need to have.
