I think we shouldn't rewrite env shebangs with full path ones: there
is a perfectly valid use case when someone wants to run the package
using modified tclsh or wish installed elsewhere (eg. at "~/bin"). I'm
not particularly sure whether there is a good reason to force these
people to change shebangs manually with all the package update/removal
headache attach.
