It's very possible that with all the things I've been doing these past
few days (weeks) that something in my environment got screwed up. If it
works for others than let it be. If I have some spare time this weekend
I'll try to set up a new VM and verify.

I see you added dependencies. In my test they got pulled in
automatically from requires.txt:

What happens if you don't have py-mock and py-coverage already installed? My experience has been that if there is a requirement you don't have it'll try to go download it? This way at least it gets installed via ports/packages. As with above it's also possible something I've done has FUBARed my system
in a way that it behaves incorrectly.
