Must admit, I didn't know TeX Live was on CTAN. Looks like some of it is here: http://www.ctan.org/tex-archive/systems/texlive/Source First, the texmf tarball is not mirrored. Second, they only seem to mirror the latest version, but it takes me time to port, so the older version needs to be available too.
