Check out the tutorial pdf how to set up the relational schema (tables etc.)
for the 3d city database.
If your database is ready to be filled with CityGML data you can run the
Importer/Exporter tool 
and start the import of your files (xml, gml, citygml, txt). The import
process can take some time
depending of the size of your data. Ranging from a few seconds (couple of
buildings) to some hours 
(city model of an entire city).
