Instead of sorting with "Sort order for active buttons" on command
lists setup, All Bars and Menus tab, try "Sort active buttons by
caption" on the All Bars tab.
That will be an alphabetic sort, which may not be the ideal order
but at least it might stop them moving around.

I guess you've already checked whether checking/unchecking
"Dynamically update text on active buttons" (All Bars tab)
makes any difference? Its tooltip says "On some older win95/NT
systems may cause blank butons to be placed on TaskBar".
