The answer depends upon which web browser you are using,
which you didn't mention.
In some of the tabbed browsers, the tab for the current mdi child
window changes color when the page is completely loaded.
In some browsers, the word "Done" appears in the status bar at the bottom.

So, in your regular browser, watch the screen for what changes,
then you could use one of these two methods to test that area:

If it's a color change:
First use Alex's ColourSpy gadget or my ColorPicker kit
to tell you the color and mouse x,y values of a pixel in the area
which changes color. Then use: If(win.getpixel(x,y)=="215 235 255")
[with suitable x,y and color numbers of course] as your test.

This is easier if the browser's main window is always maximised
or always in the same position. If so you can use absolute x,y numbers.

Otherwise you will need to use variables: If(win.getpixel(varx,vary)
which you set before starting the testing loop:
varx=win.left(captionlist)+200
vary=win.top(captionlist)+100
[where 200 and 100 are the relative coordinates of the target pixel]

If a word changes on screen such as "Done", not a color change,
then you could use: If(win.childtextbyindex(captionlist,index)=="Done")
as a test. It will take some investigation to find the right index
number to use.

If it's an icon which changes to indicate completion of page download,
you could use the color test on a well chosen pixel.
In fact, the pixel color change method will even see changes to a
word on the status bar, if there is only a limited set of words
which appear in that field and you pick a changing pixel.

I recommend: when you write the testing loop, insert a 100 msec wait
between each repetition of the test, so PowerPro will not hog cpu time
while the page is downloading.

That's only a rough outline. Ask a detailed question if you get stuck
with some part of it.
