So CLCL is missing again after a reboot. I have an idea, perhaps there's an issue when Windows boots up and display a yes/no dialog while pprotray and/or powerpro are also loading? And maybe this issue is facilitated by Mike Lin's StartupMonitor application? I say this because I remember that Ozkan was having issues with missing icons, like me, and we both use StartupMonitor. When my PC rebooted, StartupMonitor displayed a yes/no dialog which I clicked on only after my powerpro icontray had loaded - and CLCL was missing.
