In my tests with latest versions of PowerPro and Win32Pad I could replicate the 
problem you described, hence my latest post directed at the mentioned app 
option.
Does the following command, center your "Run" window? (Win+R)

Label = #Run
LCmd1 = *Window
LParam1 = Center! autorun
