This should be a value around 14800 mV according to your previous post
| battery.voltage.design = 14800 (0x39d0) (int)
So, it is not a problem with powertop but with the underlaying system.
Maybe your battery does not send the correct values, maybe your system
misinterpret them. I don't know. Do you have an alternative operating
system installed so you can confirm this value?
