Run Disk First Aid or any repair utility. Trash system preferences and
restart. Check for the possibility of viruses. If it still won't go, do a
clean reinstall of the OS by moving the System File out of the System
Folder (to "unbless" it) into any desktop folder or trash without emptying
it. Label your existing System Folder "Old System Folder."

Get your 1400 recognized by another Mac on a network. Install your OS from
the Mac w/ CD drive. Restart the 1400 and move back all your important
extensions/ 3rd party control panels back to the new System Folder. See if
they all work before trashing your old system file and folder.

I've done this on a 540c via PhoneNet - Localtalk/Appletalk network.
