Run Disk First Aid or any repair utility. Trash system preferences and restart. Check for the possibility of viruses. If it still won't go, do a clean reinstall of the OS by moving the System File out of the System Folder (to "unbless" it) into any desktop folder or trash without emptying it. I can't figure >this out, Get your 1400 recognized by another Mac on a network. Install your OS from the Mac w/ CD drive. Restart the 1400 and move back all your important extensions/ 3rd party control panels back to the new System Folder. See if they all work before trashing your old system file and folder.
