The problem is a charger needs to be a constant current source.

But, you've got two cells, and these need to be independently charged.

So, I would build a two-chip charger, one for the +'ve cell and the other for 
the -'ve cell.

Lots of work, but it can be done with a pair of single-chip charger ICs as 
the current is so low.
