Each time a floppy is inserted into a drive its directory is scanned and read by the read/write head. This process is accomplished within a certain time frame otherwise data will not be handled properly by the cpu. Older drives which are worn out or have not seen much use are not able to read/refresh the directory accurately. Try another known good 1400 floppy drive.
