I'm not familiar with vnc but I do know of a program called Timbuktu 
http://www.timbuktupro.com distributed by Netopia. You'd have to look 
at older versions to run on older Macs but it does fill the bill as 
you requested. It's easy to set up and runs well even on older Macs. 
I control my server with my PowerBook G3 Series (Lombard) but I used 
to use a PowerBook 1400c (not for surfing though).
