Right you are, now that I'm paying attention ;-) I had confused the discussion (Ethertalk) with DHCP server availability (of which I'm probably wrong also! :-\ )
OS X is the first Mac OS to include a DHCP server (it's a standard part of Unix). The DHCP client has changed with pretty much every major OS version since Open Transport appeared. Much of this has actually to been support non-standard DHCP server implementations from the Evil Empire.

P.S. Curious about all the 3rd party utilities (for ex., SuperClock) that got bought out and implemented by Apple behind the scenes, giving the novice the impression that it was Apple that had come up with these new features.
Some were bought by Apple and Apple implemented their own version of some .
Beheirarchic
Extension Manager
The gizmo to collapse the window into the title bar.
ASIP for fileshare
Helium (IIRC)
And in a way, Control Strip. Apple invented it for Laptops but through third party patches or alternates it became popular on desktop machines and so Apple started doing it for all machines.
And assorted others.
