After a few tries I was able to get the keyboard fully functioning. It appears the problem was in properly seating the ribbon cable into the motherboard connectors. Pretty fussy!

I'd still be interested to know whether I can replace individual keys on a PB 190/5300/3400 keyboard. Thanks.
